With reference to Sir Philip Cunliffe-Lister's

confidential despatch of the 20th January, 1932, and subsequent

correspondence on the subject of the engagement of staff for the Shing Mun Valley Waterworks Scheme, I have the honour to

inform you that, in view of the impending completion of the

Gorge Dam, I have had under consideration a request by the

Resident Engineer for the grant of bonuses to certain employees

on the termination of their services.

Mr. Hull points out, in this connection that, by

means of instituting a nine-hour working day, and by carrying

on without a holiday, other than Christmas day, throughout the

year, he will be able to complete the Dam in one year under

the time estimated. The saving to the Colony through this

acceleration of construction will be considerable; but the

employees concerned, unless some compensation is granted, will

by their own efforts have penalised themselves, since their

employment will terminate sooner than originally expected.

In the circumstances, with the concurrence of my

Executive Council I have agreed to grant, subject to the

recommendation of the Resident Engineer, an appropriate bonus

in each case, not to exceed the difference between leave pay already earned under the agreement and one year's pay.

4.

It is not Mr. Hull's intention to recommend payment

of the full amount in each case, and therefore it is not
